DISTINGUISHING FEATURES OF THE CLASS
The Water and Wastewater Supervisor oversee the operation, maintenance, repair, and regulatory compliance of the City’s water distribution and wastewater collection systems. The incumbent supervises assigned personnel, ensures compliance with Texas Commission on Environmental Quality (TCEQ) regulations, and performs skilled technical work in maintaining utility infrastructure. Work is performed under general supervision of the Public Works Director and is evaluated based on system reliability, regulatory compliance, and operational efficiency.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited, to the following:
- Supervises, assigns, trains, and evaluates water and wastewater personnel.
- Oversees installation, maintenance, and repair of water mains, meters, valves, hydrants, and wastewater lines.
- Maintains and repairs lift stations, manholes, and related infrastructure.
- Ensures compliance with TCEQ sampling, monitoring, and reporting requirements.
- Prepares and submits daily, monthly, and annual operational reports.
- Operates and supervises operation of equipment such as backhoes, vacuum trucks, and service vehicles.
- Responds to emergency calls including water main breaks, sewer backups, and service interruptions.
- Ensures completion of work orders and accurate recordkeeping.
- Communicates with citizens regarding service issues and provides customer service.
- Inspects equipment and infrastructure and recommends repairs or replacement.
- Ensures staff follow safety procedures including confined space entry requirements.
- Performs related Public Works duties including street, drainage, and facility maintenance.
- Performs other related duties as required.
SUPERVISION RECEIVED & EXERCISED
Receives general supervision from the Public Works Director.
Exercises direct supervision over Water and Wastewater Operators and assigned personnel.
QUALIFICATION GUIDELINES
Knowledge of:
- Water distribution and wastewater collection systems.
- TCEQ regulations and reporting requirements.
- Materials, methods, and equipment used in utility maintenance.
- Safety procedures related to heavy equipment and confined space work.
Ability to:
- Supervise and coordinate staff.
- Understand and follow written and oral instructions.
- Maintain accurate records and reports.
- Operate equipment safely and efficiently.
- Work cooperatively with employees and the public.
Additional requirements:
- Must possess a valid Texas Driver’s License.
- Must be available for on‑call duty and emergency response.
- Must maintain an acceptable driving record.
Education & Experience:
- High School diploma or GED required.
- Minimum of three (3) years experience in water and/or wastewater operations.
- Supervisory experience preferred.
Licenses, Certificates & Registrations:
- Valid Texas Driver’s License.
- TCEQ Water Operator License Class “C” or higher.
- TCEQ Wastewater Operator License Class “C” or higher.
PHYSICAL REQUIREMENTS
The employee is regularly required to stand, walk, bend, climb, and lift up to 100 pounds. The employee must be able to work outdoors in varying weather conditions.
WORKING CONDITIONS
The employee is exposed to outdoor weather conditions, moving traffic, heavy equipment, confined spaces, and hazardous environments. The noise level is typically moderate to loud.
